The European Space Agency (ESA) has announced the establishment of a new ESA Centre in Warsaw. The Centre's thematic focus aligns with the Civil Security Hub Poland project, co-developed by researchers from the Warsaw University of Technology as part of ESA's Space Resilience Nodes initiative. The initiative aims to support the deployment of innovative satellite-based solutions for emergency response, civil protection and crisis management.

The new ESA Centre in Warsaw will foster the development, testing and operational deployment of solutions that support crisis management not only in Poland but across Europe. It represents a major opportunity for Polish research institutions and companies in the space sector working in Earth observation and satellite data analysis. The Centre's activities will focus on security, resilience and dual-use technologies. It will support the development of advanced solutions designed to strengthen Europe's ability to anticipate, respond to and recover from contemporary threats. These range from environmental hazards and the impacts of climate change to geopolitical challenges and terrorism. Space and satellite technologies have an important role to play in addressing virtually all of these issues.

"We hope that the service being developed by the Warsaw University of Technology team - led by the Faculty of Geodesy and Cartography with support from the Faculty of Environmental Engineering - will become a permanent element of Poland's environmental monitoring system. Among other functions, it will provide early warnings of potential algal blooms in Polish rivers. Operational river monitoring is the first step towards ensuring civil security in this area," says Professor Katarzyna Osińska-Skotak, Principal Investigator of the Civil Security Hub Poland project at WUT and leader of Work Package 70.

Poland has significant scientific and technological potential that can be translated into operational solutions across all these fields. ESA has recognised both this potential and the rapid development of Poland's space sector and satellite applications. Combined with government-level initiatives, this has led to the decision to establish the new ESA Centre in Poland.

"This is a very important decision and a clear signal that Poland is a valued ESA partner," Professor Osińska-Skotak emphasises. "The Centre will undoubtedly accelerate the implementation of satellite technologies in crisis management and strengthen Poland's resilience to threats. It will also enhance the international profile of Poland and its space sector organisations. The Warsaw University of Technology has extensive experience in developing satellite-based systems for environmental monitoring and infrastructure assessment. Many of our faculties are advancing space and satellite technologies, and I hope the ESA Centre in Poland will help bridge the gap between technology developers and decision-makers responsible for identifying implementation priorities."

Space technologies are being developed at several WUT faculties, including the Faculty of Electronics and Information Technology and the Faculty of Power and Aeronautical Engineering. Applications based on Earth observation data have for many years been developed at the Faculty of Geodesy and Cartography, the Faculty of Electronics and Information Technology, the Faculty of Mathematics and Information Science, and the Faculty of Environmental Engineering.

"As a partner in Civil Security Hub Poland, Warsaw University of Technology contributes to a platform that connects technology providers with end users, enabling the testing, optimisation and operational deployment of solutions based on satellite and drone data," Professor Osińska-Skotak adds.

The Hub seeks to maximise the use of innovation while overcoming organisational and technical barriers. One of the concepts currently being tested using solutions developed by WUT researchers is the innovative Pipeline-as-a-Service approach, which is intended to support technology developers from the prototype stage through to operational deployment for specific end users.

"The experience gained through this work can certainly be applied within the new ESA Centre in Poland, helping to ensure that satellite-based solutions, applications and services are implemented as efficiently and effectively as possible. At the same time, like any research institution or company in Poland, we will continue to participate in ESA calls for proposals and develop new ideas for applying satellite technologies to strengthen the economy as well as the resilience and security of Poland and Europe," Professor Osińska-Skotak says.

Another important aspect is educating the next generation of specialists for the space and satellite technology sector. Although the Warsaw University of Technology has been providing education in these fields for many years, demand for highly qualified professionals continues to exceed supply.

"I believe that the ESA Centre in Poland will further increase young people's interest in space technologies. It may also expand internship opportunities for students at Polish universities, allowing them to gain more practical experience and develop stronger professional competencies," Professor Osińska-Skotak concludes.
