HR Excellence in Research
Information
The European Commission grants the HR Excellence in Research Award to institutions as part of the Human Resources Strategy for Researchers - HRS4R aimed at increasing the attractiveness of working conditions, career development, mobility, as well as substantive and financial assistance in research projects, and having transparent recruitment processes.
This prestigious award can be applied for by institutions which implement the Strategy, and comply with the principles and guidelines contained in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.
The European Charter for Researchers
The European Charter for Researchers describes the rights and obligations of researchers, their employing institutions and research funding organisations. The Charter addresses all researchers in the European Union irrespective of the stages of their career, from all fields of research both in the public and private sector, irrespective of their form of employment, the legal status of their employer, organisation or the institution where the work is performed.
The aim of the Charter is to ensure that the nature of the relationship between researchers and employers or funders is conducive to successful performance in generating, transferring, sharing and disseminating knowledge and technological development, and to the career development of researchers.
The Code of Conduct for the Recruitment of Researchers
The Code specifies recruitment procedures which when followed by employers will ensure equal opportunity to all researchers in Europe. It consists of a set of general principles and requirements which employers should adhere to when appointing or recruiting researchers.
These principles and requirements should ensure observance of values such as transparency of the recruitment process and equal treatment of all applicants for researchers. The Code is complementary to the principles and requirements outlined in the European Charter for Researchers.
The benefits connected with the "HR Excellence in Research" Award include
- prestige for a research unit as an institution that creates the best conditions for researchers in the implementation of scientific and research and development (R&D) activities in line with European standards,
- increasing the level of attractiveness of employment in a research unit, creating a friendly scientific environment and transparent rules for recruitment,

favouring a research unit in international European Commission grant competitions
e.g. Horyzont 2020. In this program, the provisions regarding the Charter and the Code were included in the (grant agreement) concluded by institutions participating in the projects and the European Commission. Article 32 of this agreement, entitled Recruitment and working conditions for researchers, obliges beneficiaries of all funded projects to take all steps to implement the principles contained in the Charter and the Code. In particular this requirement addresses recruitment procedures, transparency of the recruitment process and career development.
